**UPDATE filming is begin in April according to new reports. Pre-production scouting and such will most likely still begin in March.
What is pre-production? Pre-production' is the process of preparing all the elements involved in a film, play, or other performance. There are three parts in a production: Pre-production, Production and Post-production. See Filmmaking for more detail. Pre-production ends when the planning ends and the content starts being produced.
According to reports, production on The Divergent Movie is set to start in the month of March for a release date of March 21, 2014.
